Common Driver Qualification File Questions  

According to the Federal Motor Carrier Safety Administration (FMCSA) (49 CFR Part 391, § 391.51), every motor carrier must maintain a driver qualification file for each driver they employ who operates a commercial motor vehicle in interstate commerce.

Generally, the following are some of the documents that must be included in a driver qualification file. Please refer to the 49 CFR Part 391, § 391.51 for a complete list of required driver qualification file documents.

  • Driver’s application for employment
  • Inquiry to previous employers — driving record for last 3 years
  • Annual inquiry and review of driving record
  • Annual driver’s certification of violations and annual review
  • Driver’s road test and certificate, or the equivalent to the road test
  • Medical examiner’s certificate
  • If granted, a waiver of physical disqualification for a person with a loss or impairment of limbs as specified in § 391.49

Yes. You can scan the documents in a driver qualification file (DQF) and store them electronically. However, please note that in the event of an audit, you must be prepared to print the documents as hard copies, if required. First Advantage Qualification Management System streamlines the audit process by allowing you to easily export a driver qualification file, so that you can print specific documents as needed.

According to the Federal Motor Carrier Safety Administration (FMCSA) 49 CFR Part 391, § 391.51, each driver’s qualification file should be retained for as long as a driver is employed by that motor carrier, and for three years after they leave the job. Exceptions to this general rule are detailed in paragraph (d) of § 391.51.
