Use of the Electronic Custody and Control Form (ECCF) for Federal/United States Department of Transportation Testing

The Electronic Custody and Control Form (ECCF) is approved for use for both federal employee and DOT testing from a regulatory perspective. However, as of November 16, 2015, from a practical, logistical perspective, the ECCF cannot be used for federal/DOT testing. This is because only one certified laboratory has been approved by the National Laboratory Certification Program (NLCP) to implement the ECCF for federal/DOT testing and that laboratory is working through the implementation process.

Each Substance Abuse and Mental Health Services (SAMHSA) certified laboratory must individually meet the expectations set forth by the National Laboratory Certification Program (NLCP) and be inspected and approved to use the ECCF for federal and DOT testing prior to implementation. The NLCP published guidance relative to their overall expectations, but each lab must develop their individual solution and process for use of the ECCF consistent with the NLCP guidance.

Also, please be aware that significant information security and technology related processes must be put in place among the organizations sharing information from the ECCF in order to practically implement the ECCF for federal/DOT testing.
